the idea behind that is that it patches
some vulnerabilities and improves stability

will this work on newer versions of windows?
yes windows is backwards compatible
and the engine is 32bit so as long as windows keeps 32bit compatibility it will work
and in the event of windows deprecating 32bit support a 64bit port will be in order
